About this Twinning project

About Twinning

Twinning is a instrument that is initiated and financed by the European Commission for the strengthening of state institutions of a candidate country, that are mostly in a defined area of the„ acquits communitarian“ (EU-Standards) and it’s efficiency through transposing technical and administrative know-how.

The candidate country has usually a close EU Member State Partner that gives support in different ways: with the Resident Twinning Advisor, Short Term Experts, Conferences, Workshops and Training seminars, Translation Services and much more.

Thus twinning means the close co-operation between administrative bodies of a member state (MS) and a candidate country (CC) during the CC's preparations for the accession to the European Union.

Specifics about this Twinning project

The Austrian-Turkish Biocidal Twinning Project is the second Twinning in Turkey under the leadership of Austria; Austria is Junior partner in four Twinning Projects with Turkey. (Status December 2005)

The partnership in our Biocidal Twinning is only in a close sense a project of the Federal Austrian Environment Agency and the Turkish Ministry of Health. Rather the partnership has a European dimension: besides the Austrian Biocidal Institution and other state institution, leading Experts of their national authorities from Slovakia, Italy, Germany, Great Britain, France, Irland, Denmark and Malta could be attained for collaboration. About 50 EU- Experts (Short and Medium Term Experts, STEs and MTEs) distributed over 200 missions and more than 800 working days in Turkey supply their selfs in service of the project aim.

The duration of the project is 2 years, for implementation of the workplan the European Commission is disposing a budget of 1.5 Mil. Euro.

Mandatory results with time scale

  • Establishment of an inventory of Turkish biocidal products  The inventory should be established 12 month after project start and should cover minimum 75% of all biocidal products on the  Turkish market. 

  • Supply for the establishment of the competent authority(ies) for biocides, handbook

The  establishment of the compotent authority(ies) for biocides and the handbook should be finalized 12 month after project start.  

  • Preparation of a action plan for the Turkish competent authority(ies) for biocides and other central and regional authorities with responsibilities

All management,  administrative and technical tasks for Turkey,  which came out of the EU biocidal regulation scheme should be defined and assigned 16 month after the project start.  

  • Transposition of the EU biocides Acquits into Turkish law should be finalized until the end of the project.

  • Training in risk assessment of biocides, biocides implementation, control, information management, public  work and much more  Training for the TR Biocide CA’s and other responsible central and provincial authorities for the implementation of the action plan; start of seminars in the 2. quarter 2006.

  • Support on development of a business plan for RSHC laboratory  

  • Support for accreditation procedures at RSHC laboratory

Training for RSHC laboratory staff in quality management and accreditation.

  • Study visits in Austria

Training for three administrative, three technical and three laboratory staff in BPD implementation and laboratory equipment.

Turkish colleagues and foreign STEs and MTEs that are involved in the implementation of the project or otherwise contributing to its progress have the opportunity to access the work plan from Annex I of the Twinning contract. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Reporting
